Developer Hindmarsh has submitted plans for a Build to Rent development in Canberra’s Woden town centre. The $114.4m scheme has been designed to deliver 326 apartments across two towers while introducing shared green space into a high-density urban setting.
The proposal aims to inhabit a site on the corner of Callam and Wilbow streets in Phillip, where the developer is seeking to deliver 26,800 sqm of gross floor area. The scheme is arranged across a 16-storey northern tower and a 12-storey southern tower, reflecting a stepped approach to height across the site.
Project documents lodged for public consultation outline a focus on integrating landscaped areas throughout the development. The southern tower would incorporate a rooftop garden, while communal parkland at ground level is intended to provide shared outdoor space for residents.
The design approach aims to create a sense of a ‘backyard’ environment within a higher density Build to Rent scheme, with landscaped areas positioned as a core part of the development.
“The project provides generous shared outdoor spaces that reinterpret the Australian backyard in a multi-unit context. Landscaped communal open space is provided at the ground plane and on rooftop levels, encouraging informal interaction, recreation and passive surveillance.

The development is being brought forward under the Housing Australia Future Fund and is structured to include a mix of tenures. Of the 326 apartments, 50% are designated as affordable housing, with a further 25% allocated as social housing.
The social housing component is expected to be operated by Housing Choices Australia, while the affordable and market rental homes would be managed by Assemble.
The housing mix spans studio, one-, two- and three-bedroom apartments, with unit sizes ranging from 50 sqm to 92 sqm. The scheme has been designed by Sydney-based Studio SC and sits adjacent to the Yarralumla Creek corridor.
Additionally, the development includes 186 car parking spaces, along with four electric vehicle charging points and provision for 124 bicycles, reflecting a balance between car use and alternative transport options.

The site is located within Woden town centre, an area that has seen increased residential development in recent years. Directly opposite, Hindmarsh has previously completed the 419-apartment Woden Green scheme, a 16-storey project that forms part of the broader densification of the precinct.
Public consultation on the application is open until 24 April, with the proposal adding to the pipeline of Build to Rent schemes targeting a mix of market, affordable and social housing delivery within Canberra.
