Build to Rent developer and builder Coronation Property will have its plans for the Moore Point ‘River City’ development at Liverpool, Sydney, fast tracked through the planning system under the NSW Government’s State Significant Rezoning Policy.
At the 32-ha former industrial site, Coronation Property will deliver a master-planned community comprising 11,000 homes – 2,500 of which will be Build to Rent homes and 400 dedicated affordable housing apartments.
A new Public School for 1,000 students, pedestrian bridge links across the Georges River to the Liverpool CBD, over 10-ha of open space and trees and 8km of riverfront walking and cycling paths for the community will also be delivered. The development is set to create 23,000 jobs.
The affordable housing element at the Moore Point ‘River City’ will help eligible frontline, support, health and allied care workers at the adjacent Liverpool Hospital finally secure an apartment at below-market rents.
Coronation Property’s stand-alone Build to Rent subsidiary company Nation will operate Moore Point. The operator is set to manage around 2,500 apartments by 2027.
Coronation Property commended the Minns Government on expanding the new State Significant Rezoning Policy, established in September 2024 to ‘identify and deliver strategically important rezonings and proposals that have been stuck in the planning system for an extended period of time.’

The Moore Point Proposal has recently completed its Public Exhibition and, contingent on planning approvals by Q3 2025, Coronation workers can be on-site by Q4 2025 and first apartments delivered by Q4 2027.
