Developer Landcom has been assigned by the NSW Government to deliver new Build to Rent developments in the Northern Rivers and on the South Coast, where communities are impacted by rising rents and low housing availability.
Landcom is proposing to build 50 Build to Rent apartments in mid-rise buildings at East Lismore. 20% of homes will be affordable rental housing targeted at essential workers. The scheme includes a mix of apartment sizes to suit the needs, lifestyles and budgets of different households.

Located at the corner of 32 Crawford Road / 144-146 Military Road, the developer wants future residents to benefit from easy access to open space, shops, services, schools and jobs. The site is next to land owned by Southern Cross University that is planned to contribute over 400 new homes in East Lismore.
Owned by the NSW Government, Landcom is well suited to coordinate planning, approvals and construction. The NSW Government will retain ownership of the properties, which will be managed by a suitable government agency or a community housing provider.
Landcom and the Government asked for community feedback to help finalise the development application submitted to Lismore City Council in September 2024. Its plans seek to balance community and stakeholder feedback with planning controls, feasibility considerations and site investigations.
The Council is publicly exhibiting the application between 11 to 26 September 2024. During this time, the community can submit feedback for the Council’s consideration.
The developer met local community and stakeholder organisations after the site was secured in March 2024, held a community information session at the East Lismore Bowling Club on 1 August 2024, and an online feedback form was open for three weeks between 17 July and 7 August 2024.
Overall, the feedback was related to urgent housing need, sustainability and accessible design, stormwater management, minimising impacts to neighbourhood amenity, and traffic and parking.
