Developer Freecity Group have unveiled architecture firm FK as the winning team in the Design Excellence Competition for its development site at 81–83 George Street.
The selected design paves the way for a new Build to Rent development and marks a significant milestone in reimagining the transformation of the underutilised property.
The scheme at George Street comprises 350 thoughtfully designed Build to Rent apartments, comprising 283 two bedroom and 67 three-bedroom homes.
Positioned in the centre of Parramatta’s CBD, the site includes heritage-listed features such as Perth House and a significant fig tree, offering opportunities for placemaking and community-focused activation at ground level.

The location is also well-connected by public transport, including rail, ferry, light rail and the future Metro West station due in 2032.
The competition, overseen by Mecone, attracted submissions from four prominent architectural practices: HTA Design, FK, Cox Architecture and Architectus.

“The design thoughtfully acknowledges the site’s Indigenous and colonial heritage, responding to this layered history with a contemporary building that redefines form and purpose.
“Anchored by the historic Perth House, the development will establish a new precinct with dynamic, retail-led activation that reflects the needs of a growing and diverse community.
“The proposed tower introduces a mix of Build to Rent apartments, offering flexibility for future residents and a strong focus on wellness, co-working, and social connection through exceptional indoor and outdoor amenity.”

Freecity’s broader strategy in the Living Sector includes the use of Volumetric Modular Construction (VMC), aiming to deliver low-impact and sustainable projects. The construction method supports circular economy principles, with advantages in safety, waste reduction, weather resistance, and labour inclusivity.
An independent jury comprising representatives from the City of Parramatta, GANSW, and a Freecity-nominated expert selected FK’s proposal unanimously.

The winning design was recognised for its sensitivity to heritage context, integration of resident-only communal spaces, inclusion of public art and heritage interpretation, and considered material and landscaping strategies. Ground floor activation via retail and pedestrian pathways also contributed to its selection.
Freecity acquired the site from The GPT Group in mid-2024. While existing approvals allowed for high-rise office developments across the two sites, Freecity has been working with Government stakeholders to shift towards a mixed-use residential focus, prioritising Build to Rent housing supported by commercial and retail podiums.
