7EVEN Capital has submitted plans for a 400-home Build to Rent development in Preston, Melbourne. Dubbed Saint Village, the proposed development would comprise two mixed-use buildings rising to 16 storeys on a 4,900 sqm site at 1-3 Newman Street and 54-58 Oakover Road.
A planning application has been lodged through Victoria’s Development Facilitation Program by 7even Enterprise (Preston) Pty Ltd. The proposal includes ground floor retail uses, basement parking and 400 rental homes across the upper levels.
Plans show a mix of 135 studios, 147 one-bedroom, 106 two-bedroom and 12 three-bedroom homes, with at least 10% of the apartments designated as affordable housing. The first building would provide 173 homes alongside retail space. Resident amenities would include a 450 sqm gym, basketball court and communal garden overlooking a central courtyard.
The second building would deliver a further 227 homes, together with additional retail and extensive resident amenity space. Plans include a 1,421 sqm business club incorporating co-working and work-from-home facilities, alongside wellness amenities and a bathhouse.
Communal terraces and BBQ areas are proposed on the upper levels, with private dining facilities also included within the scheme. Fraser & Partners has designed Saint Village, which also includes 195 residential car parking spaces and a further 24 visitor spaces.
The development team has proposed a flexible approach to parking provision, allowing spaces that become surplus to requirements to potentially be repurposed for additional resident amenities.
The site sits within the Oakover Village urban renewal area, around 7km north of Melbourne CBD. It is approximately 500 metres from Bell railway station and 700 metres from Thornbury station, with access to tram services along St Georges Road. The surrounding area has been identified for significant housing and urban renewal, with the site located within an activity centre supporting increased residential density.
The Victorian Government planning register confirms the application was received on 2 October 2026 and is currently being considered under the Development Facilitation Program.
7EVEN Capital was founded by Daniel Sette and Jamie Baldwin and was established as a property development fund targeting residential and commercial projects. Its first asset under management was a 77-room hotel development on Queensland’s Sunshine Coast.
